A foul is an action that involves contact with an opposing player, whether the ball is alive, in play, or dead. A player shall not block, hold, charge, trip, impede the progress of an opponent by extending his arm, shoulder, hip, knee, or foot.
With a shot clock why is the 5 second rule still in affect? Is there another reason?

To avoid stagnation. Nobody wants to see a guy pounding the rock for 35 seconds. Basketball is about movement.
Elbowing is also a foul. You can't extend or raise your elbows. I.E Muttomob rule
